     On page 37, after line 26, insert the following:

     "NEW SECTION. Sec. 239.  The office of financial management shall perform a study of what programs and services currently provided by public employees could be more efficiently provided by the private sector at the same or lower cost through contracting out and shall present the results of the study to the legislature no later than December 1, 1994.

     The office of financial management shall consult with the governor, state agency directors, organizations representing public employees, organizations representing small businesses, and organizations representing large businesses, and look at the experiences of other states in contracting out.

     The office of financial management shall conduct a similar study every two years and present the results of the study to the legislature by December first of every even-numbered year."

Renumber any remaining sections consecutively and correct internal  references.       

EFFECT:  Directs the office of financial management to perform studies every two years of what programs and services currently provided by public employees could be more efficiently provided by the private sector at the same or lower cost through contracting out and to present the results of the study to the legislature by December first of every even-numbered year, beginning in 1994.
