     On page 43, line 33, after "(1)" strike "Employees" and insert "Except as otherwise provided in this section, employees"

     On page 44, after line 32, insert the following:

     "(5)  In recognition that there exists a public policy in this state against strikes by certain essential personnel as a means of settling their labor disputes, this section prohibits strikes by employees who perform duties as law enforcement officers, fire fighters, or correctional security personnel.  If employees covered by this subsection (5) are unable to reach agreement during contract negotiations and either party declares that an impasse exists, and the parties have participated, in good faith, in mediation for a reasonable time, the impasse or dispute shall be submitted for final and binding arbitration as provided in section 310 of this act."

     On page 44, line 34, after "act" insert "or an impasse is declared under section 309(5)of this act"

EFFECT:  Prohibits strikes by employees who perform duties as law enforcement officers, fire fighters, or correctional security personnel and provides for interest arbitration to be substituted for the right to strike.
