On page 39, beginning on line 8, strike "or the exclusive bargaining representative may exercise its rights as provided in section 309 of this act"

Renumber the remaining sections consecutively and correct internal references accordingly.
On page 44, beginning on line 33, after "ARBITRATION." strike all of subsection (1) and insert "(1) (a) (i) If a collective bargaining agreement between an exclusive bargaining representative and an employer has expired; or (ii) if there is no agreement between an exclusive bargaining representative and an employer and an impasse has occurred; and (iii) the exclusive bargaining representative and the employer have participated, in good faith, in mediation for a reasonable time; or (b) if the legislature rejects or fails to act on the submission of a request for funding a collective bargaining agreement as provided in section 302 (3) of this act, the dispute may be submitted for final and binding arbitration of the dispute as provided in this section."
EFFECT: Eliminates the section authorizing strikes by public employees and establishes when binding arbitration occurs.
