     On page 2, line 29, after "approved by" strike the remaining language through "hearing." on line 6, page 3, and insert, "a majority of the voters in the proposed governmental service area."

EFFECT:  The amendment supports the concept of one person one vote and avoids the constitutional problems involved in allowing territories of different populations having the same voting power.
