     On page 3, line 20, strike "school district," and insert "((school district,))"

     On page 3, line 23, strike "school district," and insert "((school district,))"

     On page 3, line 31, after "PROVIDED:" insert "That the assent necessary to authorize a school district or library district to incur such debt shall be a majority vote:  PROVIDED FURTHER,"

     On page 4, line 1, beginning with "((with" strike all matter through "districts" on line 5, and insert "   with ((such)) majority assent"

EFFECT:  Requires simple majority voter approval when a school district or library district seeks to incur debt of up to five percent of the value of the taxable property in the district.  A school district may incur additional debt of up to five percent of the value of the taxable property in the district with simple majority voter approval.  A library district may not incur debt beyond the initial five percent of the value of the taxable property in the district.
