    On page 101, after line 19, insert the following:

    "(4) Prior to entering into contracts, adopting premium and share levels, and adopting enrollment standards, the commission must submit the proposed action to the legislature for approval or disapproval.  The legislature shall approve or disapprove a proposed action by the commission by an act of law at any time prior to the end of the following regular legislative session.  If a disapproval action is taken, the commission shall resubmit a modified proposal."
