     On page 1, line 15 after "Idaho," strike "or" and insert "and"

EFFECT:  The amendment clarifies that two states in addition to Washington must make appointments before Washington's appointments become operative (three state's altogether) and, in-so-doing, makes the bill consistent with the existing Oregon statute.
