    On page 2, line 13, after "mediator." strike all language through "mediator." on line 16 and insert "To ensure the impartiality and effectiveness of the mediation process, mediators appointed under this section shall be trained and experienced professional mediators who are not officers or employees of any federal, state, or local government."

EFFECT:  Requires that mediators be trained, private sector professionals.  Removes requirement that an assistant attorney general be assigned to advise the mediator.
