     On page 2, line 23 of the amendment, after "biennium." insert "Enrollment increases for each sector of higher education shall be pursuant to goals established by the higher education coordinating board."

EFFECT:  Clarifies and separates the two enrollment level goals.  The first goal is maintenance of the current level of participation. ("Current" is fiscal year 1993.)  And the second goal is increasing participation rates to achieve a ninetienth percentile national ranking in participation.  Specifies that enrollment increases for each sector of higher education shall be pursuant to goals established by the Higher Education Coordinating Board.  Eliminates the exclusion of workforce training from the definition of participation rates.
