     On page 3, line 6 after "interest of" strike everything through "value" on line 8 and insert "an owner"

     On page 3, line 8 after "that" strike everything through "recipient" on line 9 and insert "owner"

     On page 3, line 10 after "the" strike everything through "recipient's" on line 11 and insert "owner's"

EFFECT:  Restores existing language regarding a property "owner's" right to property if the owner did not know of or consent to the criminal act that gave rise to the forfeiture proceeding.  Removes language that limited this protection, in the case of personal property, to "devisees, legatees, or bona fide purchasers or recipients for value."
