EFFECT:  Increases general fund--state appropriations by $102,000 to correct a double cut to administrative functions in the Office of the Attorney General.  Also increases other funds for this same purpose.  Increases tort defense resources for DSHS, Corrections, and the agency tort defense pool.  These increases are offset by a decrease in the DSHS legal services enhancement.
