     On page 93, line 6, after "limitations:" strike all material through "stabilization." on line 9 and insert "The portion of the general fund appropriation provided for the institutional and organizational support programs shall be awarded to applicants that have not added to any accumulated deficit in the most recently completed fiscal year.  Applicants that provide artistic services to communities that are otherwise artistically underserved, are integral to the arts community in which they are based, and that have budgets of less than $250,000 shall be exempt from this requirement."

EFFECT:  Modifies the proviso specifying that grants by the institutional and organizational support programs of the Arts Commission are to be administered according to the principles of financial stabilization to exempt arts organizations which serve otherwise underserved communities, are integral to the arts community in which they are based, and arts organizations with budgets of less than $250,000.
