     On page 3, after line 25, insert the following:

     "NEW SECTION. Sec. 3.  A new section is added to chapter 28A.235 RCW to read as follows:

     State funds received under this chapter by school districts with more than 25,000 full-time equivalent students shall only be used to support the operating costs of the program, including labor, unless specifically appropriated for capital expenditures."

Renumber sections and correct internal references accordingly.

     On page 3, line 31, after "or," insert "to make capital expenditures"

     On page 4, line 28, after "Section" strike "4" and insert "5"
