     On page 15, beginning with ";and" on line 37, strike all material to and including "responsibilities" on page 16, line 6

EFFECT:  The bill contains several exemptions from the rule that public resources cannot be used for campaign purposes.  This amendment deletes the exemption for de minimis uses of public resources.
