     On page 11, line 19 of the amendment, strike "89,661,000" and insert "92,311,000"

     On page 11, line 35 of the amendment, strike "321,905,000" and insert "324,555,000"

     On page 15, after line 4 of the amendment, insert:

     "(14) $2,650,000 of the general fund-state appropriation is provided solely for grants to counties and cities planning under the growth management act.  The grants shall be designed to improve the quality of environmental, economic, and fiscal analysis of the proposed plans, and shall address the cumulative impacts that result from plan decisions on environmental quality.  The grants shall be used to establish mechanisms to promote effective integration of the growth management act with the state environmental policy act.  The department shall work with the governor's task force on regulatory reform to make recommendations on methods to fund on-going analysis of comprehensive plans and development regulations.  To the extent possible, cities and counties shall generate sufficient non-state match to cover the costs of the environmental analyses required under the state environmental policy act."

EFFECT:  Adds $2,650,000 GF-S to DCD for environmental analyses in conjunction with the growth management act.
