Strike everything after the enacting clause and insert the following:
"Sec. 1. RCW 28B.15.620 and 1993 sp.s. c 18 s 24 are each amended to read as follows:
Subject to the
limitations of RCW 28B.15.910, the governing boards of the state universities,
the regional universities, The Evergreen State College, and the community
colleges may exempt veterans of the Vietnam conflict who have served in the
southeast Asia theater of operations from the payment of all or a portion of
any increase in tuition and fees ((otherwise applicable to any other
resident or nonresident student. In such cases, the veteran shall not be
required to pay more than the total amount of tuition and fees paid by veterans
of the Vietnam conflict on)) that occur after October 1, 1977:
PROVIDED, That for the purposes of this exemption, "veterans of the
Vietnam conflict" shall be those persons who have been on active federal
service as a member of the armed military or naval forces of the United States
between a period commencing August 5, 1964, and ending on May 7, 1975, and who
qualify as a resident student under RCW 28B.15.012, and who enrolled in state
institutions of higher education on or before May 7, 1990. This section shall
expire June 30, ((1995)) 1997.
Sec. 2. RCW 28B.15.628 and 1993 sp.s. c 18 s 25 are each amended to read as follows:
Subject to the
limitations of RCW 28B.15.910, the governing boards of the state universities,
the regional universities, The Evergreen State College, and the community
colleges may exempt veterans of the Persian Gulf combat zone from all or a
portion of increases in tuition and fees that occur ((during and after
their period of service. In such cases, the veteran shall not be required to
pay more than the total amount of tuition and fees established for)) after
the 1990‑91 academic year, if the veteran could have qualified as a
Washington resident student under RCW 28B.15.012(2), had he or she been
enrolled as a student on August 1, 1990, and if the veteran's adjusted gross
family income as most recently reported to the internal revenue service does
not exceed Washington state's median family income as established by the
federal bureau of the census. For the purposes of this section, "a
veteran of the Persian Gulf combat zone" means a person who during any
portion of calendar year 1991, served in active federal service as a member of
the armed military or naval forces of the United States in a combat zone as
designated by the president of the United States by executive order.
Sec. 3. 1991 c 164 s 11 (uncodified) is amended to read as follows:
Section 2 of this act
shall expire June 30, ((1995)) 1997.
Sec. 4. 1991 c 228 s 15 (uncodified) is amended to read as follows:
Sections
13 and 14 of this act shall expire on June 30, ((1994)) 1997."
