    On page 3, after line 27, insert the following:

NEW SECTION. Sec. 5.  A new section is added to chapter 41.60 RCW to read as follows:

    The citizen suggestion account is created in the state treasury to offset the cost of administration of the citizen suggestion program.  In the biennium the suggestion is implemented, the director of financial management shall withhold from agency appropriations and deposit into the citizen suggestion account up to twenty percent of the net identified savings and new revenue resulting from the implementation of citizens' suggestions.  Expenditures from the account may be used only to offset the costs of implementation and administration of the citizen suggestion program."

    Renumber the remaining section consecutively and correct any internal references accordingly.
