    On page 16, after line 2, insert the following:

    "NEW SECTION. Sec. 19.  Section 8 of this act is null and void if Engrossed Second Substitute Senate Bill No. 5304 is enacted into law by July 1, 1993, and contains an amendment to RCW 41.05.055."
