    On page 4, line 37, after "section" strike all material through "settlement." on page 5, line 6, and insert "may intervene as a party in a proceeding under this subsection provided such facility or organization demonstrates to the hearing officer grounds for intervention under the civil rules for superior court and such intervention is not for anticompetitive purposes or for reasons of delay.  The proceeding is governed by chapter 34.05 RCW, the Administrative Procedure Act."
