    On page 7, line 7 of the amendment, after "employers." insert "The department shall enter into contracts with community-based private and public employment organizations to provide job development services on behalf of the job opportunities and basic skills program.  Each contract shall specify that job development services shall not duplicate existing services provided in the area by the department of social and health services or the employment security department.  To the greatest extent feasible, the department of social and health services and the employment security department shall work together in cooperation to provide services to participants in the job opportunities and basic skills program, and shall attempt, within resources, to colocate, and to avoid duplication of services in any geographical area."
