    On page 9, after line 2, insert the following:

    "NEW SECTION.   Sec. 13.  A new section is added to chapter 74.09 RCW to read as follows:

    The department of social and health services is prohibited from requiring special authorization for non-medical reasons for prescription drugs and medications for medicaid-eligible recipients for the purposes of the state supplemental drug discount program.  The department shall evaluate options for reducing expenditures for prescription drugs and medications and is authorized to develop and implement a point-of-sale prospective drug utilization review program."

Renumber remaining sections consecutively and correct internal references accordingly.
