    On page 3, beginning on line 6 of the amendment, after "if" strike everything through "proposition" on line 7, and insert "if voted on at a state general election and approved by at least three-fifths of the voters voting on the proposition at that election"

    On page 3, at the beginning of line 27 of the amendment, strike everything through "vote" on line 28, and insert "a proposition by a school district to incur such debt shall be authorized if voted on at a state general election and approved by at least three-fifths of the voters voting on the proposition at that election"
