    On page 136, line 32, strike "229" and insert "228"

    On page 136, line 35, after "immediately" insert ", except for section 229 of this act, which shall not take effect until the changes in the ERISA law of 1974 are accomplished by congress.  For section 229 of this act to take effect, the changes in ERISA must enable the state to dictate the employer conduct with respect to health benefits plans.  The federal legislation must enable the state to require private employers who currently self-insure, employers who offer insurance through regulated insurance, and employers who currently do not offer insurance either through self-insurance or through regulated insurance, to offer a certified plan and pay a percentage of the premium"
