    On page 1, beginning on line 11, after "bonds" strike everything through "." on line 18, and insert ":  PROVIDED, That if the amount of bonds to be issued, together with any outstanding indebtedness of the district that only needs a simple majority voter approval, exceeds three-eighths of one percent of the value of the taxable property in said district, as the term "value of the taxable property" is defined in RCW 39.36.015, then, at any election other than a general state election, three-fifths of the votes cast at such election must be in favor of the issuance of such bonds, before the board of directors is authorized to issue said bonds."

    On page 2, line 16, after "district." insert "However, if such election occurs at a general state election, then only a simple majority of voters turning out are required to vote in favor of the validation and ratification of such indebtedness."

    On page 2, beginning on line 20, after "chapter," strike all material through "election," on line 21, and insert "((by three-fifths of the voters voting at such election,))"

    On page 3, beginning on line 31, after "by" strike all material through "." on line 35, and insert "three-fifths of the persons voting on the proposition at which election the number of persons voting on the proposition shall constitute not less than forty percent of the total number of votes cast in such taxing district at the last preceding general election.  However, if such election occurs at a general state election, then only a simple majority of voters turning out are required for approval."
