    "Methyl tertiary butyl ether may not be used in mixture with gasoline for purposes of reaching clean air attainments under chapter 70.94 RCW until the environmental protection agency has completed a study of and declared that methyl tertiary butyl ether used in mixture with gasoline is not a risk to human health."
