    On page 4, after line 8, insert the following:

    "NEW SECTION. Sec. 5.  A new section is added to chapter 39.29 RCW to read as follows:

    Personal services contracts for the services of a person who is an elected or appointed state official must be filed with the office of financial management and the legislative budget committee and made available for public inspection within three working days following the commencement of the work or execution of the contract, whichever occurs first.

NEW SECTION. Sec. 6.  A new section is added to chapter 39.29 RCW to read as follows:

    Within three days of entering into a contract for personal services with any agency or within three working days following commencement of work on such a contract, whichever occurs first, an elected or appointed state official shall file a copy of the contract with the public disclosure commission.

    For purposes of this section, "agency" includes all state agencies and all local agencies.  "State agency" includes every state office, department, division, bureau, board, commission, or other state agency.  "Local agency" includes every county, city, town, municipal corporation, quasi-municipal corporation, or special purpose district, or any office, department, division, bureau, board, commission, or agency thereof, or other local public agency."
