    On page 4, after line 12, insert the following:

    "NEW SECTION. Sec. 4.  The department of revenue and the department of community, trade, and economic development shall develop a standardized format for reporting information that is commonly required from the public by state and local government agencies for loans, tax credits, tax deferrals, permits, licenses, approvals, and services.  In the development of the format, the department shall work in conjunction with representatives from state and local government agencies and representatives of the business community.

    The department shall submit the standardized format together with recommendations for implementation to the legislature by December 31, 1994."
