Beginning on page 1, strike everything after line 16, and insert the following:
"NEW SECTION. Sec. 2. (1)(a) The department of revenue shall conduct a comprehensive analysis of the following areas:
(i) The average cumulative cost of operating a business in Washington state: General start-up costs including fees, permits, compliance costs, and taxes at local, state, and federal levels;
(ii) The cumulative cost of employer payroll taxes including local, state, and federal taxes;
(iii) The financial impact to the state from loans, tax credits, and tax deferrals granted to businesses state-wide including a breakdown of programs by county and company size as specified in (b) of this subsection;
(iv) The financial impact to the state by not offering loans, tax credits, and tax deferrals as incentives to keep businesses in the state and to attract new businesses to the state including a breakdown under (b) of this subsection by county of all businesses taking advantage of each program; and
(v) A comparison of the costs of operating a business and employee payroll costs in other states.
(b) The analysis must include a breakdown by county, industry sector, and company size of: Companies with fewer than twenty-five employees; companies with one hundred to five hundred employees; companies with five hundred to one thousand employees; companies with one thousand to five thousand employees; and companies with more than five thousand employees.
(2) The department of revenue shall report its findings to the governor and the legislature by September 1, 1995."
