    On page 6, after line 9, insert the following:

    "(3) A Puget Sound crab fisher who qualified for a Puget Sound crab license under RCW 75.30.130 each year from 1990 to 1993, and who has delivered a minimum of five thousand pounds of crab during any two of the three qualifying seasons as provided in section 8(2) of this act as evidenced by valid Washington fish receiving tickets, shall be issued a commercial coastal crab pot license."
