    On page 3, after line 21, insert the following:

    "NEW SECTION. Sec. 5.  A surcharge of one hundred twenty-five dollars shall be collected with each coastal crab pot license issued under RCW 75.28.130 until June 30, 1999."

    Renumber the remaining sections consecutively and correct internal references accordingly.
