    On page 7, beginning on line 29, strike all of section 16 and insert the following:

    "NEW SECTION. Sec. 16.  A new section is added to chapter 75.30 RCW to read as follows:

    It is unlawful for vessels registered under the laws of this state to fish for coastal crab in the federal exclusive economic zones adjoining the territorial waters of Oregon or California, or to land coastal crab taken from those waters, without having the license, endorsement, or permit required by the state whose territorial waters adjoin the section of the federal exclusive economic zone from which the crab were taken.  This section becomes effective only upon the enactment of reciprocal legislation by both Oregon and California."
