    On page 2, after line 6, insert the following:

    "(4) No offender may be released under this section unless the country to which such offender may be deported has an agreement with the United States pursuant to which the alien offender will be required to serve a term of confinement in his or her country equal to or greater than the term of confinement that would have been served while in the custody of the department."

    Renumber the remaining subsections accordingly.
