    On page 2, after line 30, insert the following:

   "NEW SECTION. Sec. 4.  A new section is added to chapter 75.25 RCW to read as follows:

   (1) A personal use seaweed license is required for all persons other than residents under fifteen years of age to harvest, take, dig for, or possess seaweed for personal use from state waters or offshore waters including national park beaches.

   (2) The fees for personal use seaweed licenses are:

   (a) For a resident fifteen years of age or older and under seventy years of age, five dollars;

   (b) For a resident seventy years of age or older, three dollars; and

   (c) For a nonresident, twenty dollars.

   (3) The fee for a two-consecutive-day personal use seaweed license is five dollars.

   (4) "Seaweed," as used in this section, means saltwater marine aquatic plant species that are dependent upon the marine aquatic or tidal environment and exist in either an attached or free-floating state.  "Seaweed" includes but is not limited to plant classes Chlorophyta, Phaeophyta, and Rhodophyta."

Renumber the sections consecutively.
