    On page 3, line 13, after "purposes))." insert the following:

    "(2) Any minor who is fourteen years of age or older, but under the age of eighteen, may possess a pistol if he or she has the permission of a parent or legal guardian and is:

(a) Firing at lawfully operated target concessions at amusement parks, piers, and similar locations provided that the firearms to be used are firmly chained or affixed to the counters; or

(b) Traveling with any unloaded pistol in such person's possession to or from any activity described in (a) of this subsection.
