    On page 30, after line 2, insert:

    "NEW SECTION. Sec. 38. This supplemental transportation budget assumes a $95 million appropriation to the Transportation Fund from the general fund to be specified in the Supplemental Operating Budget.  If the $95 million appropriation for the purposes of this act is not provided in the Supplemental Operating Budget, this act is null and void"
