Background: The Community Protection Act, enacted in 1990, defines at-risk juvenile sex offenders as a juvenile in the care and custody of the state who has been abused, has committed a sexually aggressive or violent act which is sexual in nature or cannot be prosecuted for a sex offense because the juvenile is under age 12 and is incompetent to stand trial.
Summary of Bill: The definition of an at-risk juvenile sex offender is modified to include juveniles, subject to a dependency proceeding under Chapter 13.34 RCW, who has been abused and has committed a sexually aggressive or other violent act which is sexual in nature.

Effective Date: Ninety days after adjournment of session in which is bill is passed.
Testimony For: (Human Services ) This legislation is needed to allow the Department of Social and Health Services to provide services to sexually aggressive youth who are legally dependent.
