Background: The state government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year. A biennial operating budget was enacted in the 1991 special legislative session and amended in the 1992 legislative session.
Summary of Substitute Bill: The 1991-93 operating appropriations act is amended. The general fund-state appropriation not in reserve is increased by $36 million.
Substitute Bill Compared to Original Bill: The substitute bill reduces the general fund-state appropriation increase from $36 million to $31 million.
