Background:  Under current law, if the Superintendent of Public Instruction (SPI) or the State Board of Education requests a certificated employee of a school district to serve on a committee that would require the school district to hire a substitute, the superintendent and State Board are required to pay the school district for hiring the substitute. 

When classified staff are asked to serve on committees, no similar reimbursement is required.

When Title 28A was reorganized in 1990, this section was inadvertently placed in the Transportation chapter of the education code.

Summary of Bill:  The State Board and SPI are required to pay school districts substitute costs for classified staff who serve on State Board and SPI committees.

This provision is recodified under RCW 28A.300 (Superintendent of Public Instruction).

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  This is an equity issue.  All employees, both classified and certificated, should be able to receive substitute costs.
