Background: To fulfill juvenile justice needs adequately, the state must have an accurate forecasting system. Currently, the Office of Financial Management gathers information to make the forecasts, but it does not have a formalized forecasting process in place.
Summary of Substitute Bill: The bill creates the Juvenile Justice Forecasting Commission. Commission members will include representatives of the Office of Financial Management, the Department of Social and Health Services, and juvenile justice professionals and administrators.
The commission will develop a set of assumptions on which to base forecasts of juvenile offender populations and rehabilitative needs. The Office of Financial Management will gather information and will develop a report containing the assumptions. The Office of Financial Management will then prepare a forecast based on the assumptions and information.
Substitute Bill Compared to Original Bill: The substitute contains mainly technical revisions. By placing the responsibility to gather information on the Office of Financial Management, the substitute minimizes fiscal impact and assigns responsibilities to the most appropriate entry.

Effective Date of Substitute Bill: Ninety days after adjournment of session in which bill was passed.
