AN ACT Relating to higher education; adding a new section to chapter 28B.50 RCW; adding a new section to chapter 28B.35 RCW; adding a new section to chapter 28B.40 RCW; adding a new section to chapter 28B.30 RCW; adding a new section to chapter 28B.20 RCW; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. By May 1, 1994, with the assistance of the attorney general, student organizations, the state board for community and technical colleges, and institutions of higher education, the higher education coordinating board shall develop one or more model student progression contracts. A student progression contract shall permit a student who meets the terms of the contract to graduate with a baccalaureate degree within four years of entering an institution of higher education as defined by RCW 28B.10.016.
NEW SECTION. Sec. 2. A new section is added to chapter 28B.50 RCW to read as follows:
Beginning with the fall 1994-95 academic term, each community college shall enter into a student progression contract with any interested full-time student. The terms of the contract shall permit the student to obtain an associate of arts degree within two years of entering the institution if the student fulfills the terms of the contract.
NEW SECTION. Sec. 3. A new section is added to chapter 28B.35 RCW to read as follows:
(1) Beginning with the fall 1994-95 academic term, each regional university shall enter into a student progression contract with any interested full-time undergraduate student.
(2) The terms of the contract shall permit a freshman student to obtain a baccalaureate degree within four years of entering the institution of higher education if the student fulfills the requirements of the contract.
(3) The terms of the contract shall permit a student with an associate of arts degree to obtain a baccalaureate degree within two years of entering the institution of higher education if the student fulfills the terms of the contract.
NEW SECTION. Sec. 4. A new section is added to chapter 28B.40 RCW to read as follows:
(1) Beginning with the fall 1994-95 academic term, The Evergreen State College shall enter into a student progression contract with any interested full-time undergraduate student.
(2) The terms of the contract shall permit a freshman student to obtain a baccalaureate degree within four years of entering the institution of higher education if the student fulfills the requirements of the contract.
(3) The terms of the contract shall permit a student with an associate of arts degree to obtain a baccalaureate degree within two years of entering the institution of higher education if the student fulfills the terms of the contract.
NEW SECTION. Sec. 5. A new section is added to chapter 28B.30 RCW to read as follows:
(1) Beginning with the fall 1994-95 academic term, Washington State University shall enter into a student progression contract with any interested full-time undergraduate student.
(2) The terms of the contract shall permit a freshman student to obtain a baccalaureate degree within four years of entering the institution of higher education if the student fulfills the requirements of the contract.
(3) The terms of the contract shall permit a student with an associate of arts degree to obtain a baccalaureate degree within two years of entering the institution of higher education if the student fulfills the terms of the contract.
NEW SECTION. Sec. 6. A new section is added to chapter 28B.20 RCW to read as follows:
(1) Beginning with the fall 1994-95 academic term, the University of Washington shall enter into a student progression contract with any interested full-time undergraduate student.
(2) The terms of the contract shall permit a freshman student to obtain a baccalaureate degree within four years of entering the institution of higher education if the student fulfills the requirements of the contract.
(3) The terms of the contract shall permit a student with an associate of arts degree to obtain a baccalaureate degree within two years of entering the institution of higher education if the student fulfills the terms of the contract.
