AN ACT Relating to school construction; amending RCW 28A.525.178; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that significant savings in school construction costs can be realized from the use of exemplary, modifiable architectural and engineering plans.
The legislature further finds that school districts should be encouraged to use model school building plans.
The legislature further finds that school districts realizing savings in school construction costs resulting from the use of model school construction plans should be rewarded for the savings to state school construction funds.
Sec. 2. RCW 28A.525.178 and 1990 c 33 s 462 are each amended to read as follows:
((Whenever in the judgment of the state
board of education economies may be effected without impairing the usefulness
and adequacy of school buildings, said board may)) (1) The state board
of education shall prescribe rules ((and regulations)) and establish
procedures governing the preparation, acquisition, and use of modifiable
basic or standard plans for school building construction projects for which
state assistance funds provided by RCW 28A.525.160 through 28A.525.182 are
allotted.
(2) The state board of education shall establish a repository for exemplary, modifiable basic, or standard plans for new school building construction and shall make such plans available for review by school districts seeking state assistance funds provided by RCW 28A.525.160 through 28A.525.182.
(3) School districts using a school construction plan selected from the state board repository shall be eligible for an incentive allocation from the state board of education. The incentive allocation shall be an amount equal to one-half of the reduction in state matching fees for architectural and engineering team expenditures resulting from use of the standard plan.
