Requiring property owner impact statements.

          AN ACT Relating to property owner impact statements; adding a new section to chapter 35.21 RCW; and adding a new section to chapter 36.01 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 35.21 RCW to read as follows:

          Every city and town shall submit a property owner impact statement and hold a public hearing for any action that would have a potential impact on the rights of property owners and the ability of property owners to use, develop, and sell their property.  The impact statement shall include economic consequences resulting from such actions.

NEW SECTION. Sec. 2.  A new section is added to chapter 36.01 RCW to read as follows:

          Every county shall submit a property owner impact statement and hold a public hearing for any action that would have a potential impact on the rights of property owners and the ability of property owners to use, develop, and sell their property.  The impact statement shall include economic consequences resulting from such actions.
