Providing for a ten year water right certificate for persons in an acreage expansion program.

          AN ACT Relating to acreage expansion programs; and adding a new section to chapter 90.44 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 90.44 RCW to read as follows:

          In any acreage expansion program adopted by the department as an element of a ground water management program, the authorization for a water right certificate holder to participate in the program shall be for ten years.  The department may require annual certification that the certificate holder has complied with all requirements of the program.  The department may terminate the authority of a certificate holder to participate in the program for one calendar year if the certificate holder fails to comply with the requirements of the program.
