AN ACT Relating to coastal economic recovery; creating new sections; and making appropriations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that it is imperative to assist coastal residents and communities whose jobs and economy have been impacted by implementation of the federal endangered species act and a decline in commercial salmon fishing to make the transition to an economy that includes strengthened tourism, outdoor recreation, and an improved recreation and commercial fishery. The legislature further finds that social and education needs of coastal residents are increased as a result of the economic dislocation, and must be reorganized as part of the economic transition of coastal residents and communities.

Grants are limited to the following projects:
New coastal production facilities
Westport saltwater facility 2,500,000
Cedar Creek hatchery 2,500,000
Rearing ponds - Naselle hatchery 250,000
Release ponds - S. Fork Willapa 250,000
Central incubation facility-Wynoochee 20,000,000
Central incubation facility 10,000,000
(North coast)
Expanded net pens - Grays and Willapa harbors 200,000
