AN ACT Relating to preventing wastage of salmon harvest; adding a new section to chapter 75.08 RCW; creating a new section; and providing an effective date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that wastage of salmon is an unacceptable state policy. All salmon except those that are necessary for meeting conservation and escapement goals should be harvested.
NEW SECTION. Sec. 2. A new section is added to chapter 75.08 RCW to read as follows:
The department shall make every effort to avoid wastage of salmon by ensuring that all salmon not needed to meet escapement and conservation goals are harvested by Washington state citizens. Allocation of harvest between citizens or citizen user groups shall not be considered justification for wastage of salmon.
NEW SECTION. Sec. 3. This act shall take effect July 1, 1994.
