AN ACT Relating to prohibiting use of tobacco products; amending RCW 28A.210.310; adding a new section to chapter 28C.04 RCW; adding a new section to chapter 28B.10 RCW; adding a new section to chapter 28A.210 RCW; and prescribing penalties.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28C.04 RCW to read as follows:
PROHIBITION ON USE OF TOBACCO PRODUCTS ON VOCATIONAL EDUCATION CAMPUSES AND LEASED PROPERTY. To protect students and the public from exposure to cancer-causing agents in environmental tobacco smoke, effective January 1, 1995, each educational institution as defined in RCW 28C.04.410(3) shall adopt and enforce a written policy mandating a prohibition on the use of all tobacco products on vocational school campuses and leased property.
NEW SECTION. Sec. 2. A new section is added to chapter 28B.10 RCW to read as follows:
PROHIBITION ON USE OF TOBACCO PRODUCTS ON COLLEGE AND UNIVERSITY CAMPUSES AND LEASED PROPERTY. To protect students and the public from exposure to cancer-causing agents in environmental tobacco smoke, effective January 1, 1995, each institution of higher education shall adopt and enforce a written policy mandating a prohibition on the use of all tobacco products on their respective campuses including leased property used for educational purposes.
Sec. 3. RCW 28A.210.310 and 1989 c 233 s 6 are each amended to read as follows:
PROHIBITION
ON USE OF TOBACCO PRODUCTS ON SCHOOL PROPERTY. To protect children in
the public and private schools of this state from exposure to the
addictive substance of nicotine and cancer-causing agents found in
environmental tobacco smoke, each school or school district ((board
of directors)) shall adopt a written policy mandating a prohibition on the
use of all tobacco products on ((public)) school property. A total ban
on the use of all tobacco products shall be enforced by September 1, 1991((.
The policy may allow for exemptions from this prohibition with regard to
alternative educational programs)), for public schools and September 1,
1994, for private schools. Schools shall make available tobacco cessation
information and referral to students in violation of this section, in
coordination with local health departments, voluntary organizations, and others.
