AN ACT Relating to juvenile offenders; adding a new section to chapter 13.40 RCW; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that children with fetal alcohol effect and fetal alcohol syndrome face many challenges. The legislature further finds that when children with fetal alcohol effect and fetal alcohol syndrome violate the law and are committed to juvenile rehabilitation institutions they pose a challenging set of behaviors to juvenile justice personnel and programs.
NEW SECTION. Sec. 2. A new section is added to chapter 13.40 RCW to read as follows:
When a juvenile offender is ordered to serve a term of confinement with the department of social and health services an assessment shall be conducted to determine whether the juvenile offender suffers from fetal alcohol effect or fetal alcohol syndrome. The department shall provide appropriate, available services for all juvenile offenders suffering from fetal alcohol effect or fetal alcohol syndrome.
