AN ACT Relating to public assistance; and adding new sections to chapter 74.08 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) In order to receive the full level of benefits provided by the department under this title, an applicant for benefits shall prove that he or she has been a resident of this state for six months.
(2) An applicant for benefits who has not lived in this state for six months, and who had previously resided in another state, shall receive the lesser of the two following levels of benefits:
(a) The level of benefits provided by the applicant's previous state of residence; or
(b) The level of benefits provided in Washington state.
(3) After an applicant has lived in this state for over six months, the applicant shall receive the full level of benefits provided by the department.
NEW SECTION. Sec. 2. (1) The department shall obtain the necessary waivers to carry out the provisions of section 1 of this act.
(2) The department shall adopt those rules necessary to carry out the provisions of section 1 of this act.
(3) The department shall report annually to the legislature concerning the number of applicants that are affected by section 1 of this act.
NEW SECTION. Sec. 3. Sections 1 and 2 of this act are each added to chapter 74.08 RCW.
