TO THE HONORABLE BILL CLINTON, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE FEDERAL ENERGY REGULATORY COMMISSION, AND TO THE BONNEVILLE POWER ADMINISTRATION:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Runs of anadromous fish have been declining and continue to decline; and
WHEREAS, This decline is directly attributable to the presence of hydroelectric dams and facilities on rivers; and
WHEREAS, Hatcheries have been built to mitigate the damages caused by these dams; and
WHEREAS, Many of these hatcheries incur significant electrical costs in their operation and maintenance; and
WHEREAS, If electricity were provided at no cost, the funds saved could be beneficially used to further restore fish runs and to improve fish habitat;
NOW, THEREFORE, Your memorialists respectfully pray that the Federal Energy Regulatory Commission shall make it a condition for renewal of every hydroelectric license application that electricity be supplied at no cost to anadromous fish hatcheries supplied by that facility;
AND FURTHER, That the Bonneville Power Administration immediately adopt the provision of no cost electricity to anadromous fish hatcheries supplied by that agency.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Bill Clinton, President of the United States, The Federal Energy Regulatory Commission, the Bonneville Power Administration, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
