(DIGEST AS ENACTED)

     Requests the supreme court to adopt rules by September 1, 1994, regarding the methodology and standards for merging the list of registered voters with the list of licensed drivers and identicard holders to create an expanded jury source list.

     Requires a preliminary determination of the qualifications of each person summoned for jury duty prior to their appearance at the court.

     Provides for the removal of the names of domestic violence victims and other persons protected by the confidentiality program under chapter 40.24 RCW.

     Provides that the act shall be null and void if appropriations are not approved.
